Moving from recommendations to implementation through collective learning

Dreams Delayed: Addressing Systemic Anti-Black Racism and Discrimination in Ontario’s Public Education System presents Ontario school boards with a clear call to action.
The challenge now is moving from recommendations and commitments to sustained implementation.
Harmony Movement is convening a small, invite-only Community of Practice for senior educational leaders from Ontario school boards who are leading this work within their systems.
This is not a webinar series. It is a facilitated working community where leaders can learn from one another, examine challenges honestly, share emerging and promising practices, and consider what meaningful implementation looks like across different board contexts.
Participation will be limited to approximately 20-25 senior leaders across Ontario to support meaningful conversation, trust and ongoing exchange.
What to Expect
Across four virtual gatherings, participants will:
- explore key responsibilities and recommendations arising from Dreams Delayed;
- examine real implementation challenges and problems of practice;
- learn from approaches being developed across Ontario school boards;
- share tools, experiences and emerging practices;
- identify ideas to test or advance within their own systems between sessions; and
- return to the community to reflect on what is changing, what remains difficult and what we are learning collectively.
Each session will combine focused learning with a practice or problem-of-practice spotlight, collaborative inquiry and opportunities for participants to connect the discussion directly to their own board’s work.

Building the Capacity to Act: Anti-Black Racism Professional Learning as a System Responsibility

How do we build sustained capacity to understand, recognize and interrupt anti-Black racism rather than rely on episodic professional learning?
We will explore professional learning and staff capacity building, with particular attention to the responsibilities identified through Action 28.
From Data Collection to Action

We collect data. How do we ensure what we learn changes decisions, practices and outcomes?
This session will examine how disaggregated quantitative and qualitative data, complaints information and monitoring processes can be used to identify patterns, inform decisions and assess impact.
Listening Differently: Black Student Voice, Affinity and Belonging

How do we centre Black student voice and create affirming spaces without placing responsibility for changing the system on Black students themselves?
Together, we will explore Black student voice, engagement, belonging and affirmative and affinity spaces, with particular attention to Action 27.
Achievement, Well-Being and Black Joy

What might we understand and do differently if Black student success includes achievement, identity, belonging, well-being and possibility?
Our final gathering in this first series will consider Black student achievement and transitions alongside culturally responsive supports, curriculum, belonging and well-being.
Who Should Participate?
This Community of Practice is designed for senior and system-level leaders with responsibility for implementation, including superintendents, system and coordinating principals, human rights and equity leaders, student achievement leaders, staff development leaders and others leading organizational change.
Because the value of a Community of Practice comes from relationships and continuity, participants are asked to commit to the full four-session series.
Boards are encouraged to register two or three leaders. Having a small team from your board supports shared learning and helps maintain continuity if one member is unable to attend a particular gathering.
A Small Community by Design
This first cohort will be capped at approximately 20-25 participants.
Keeping the group small will allow us to move beyond presentations into candid discussion about what boards are trying, where implementation is proving difficult, what appears to be working and what we can learn from one another.
Following these first four gatherings, participants will have an opportunity to continue the Community of Practice into the 2027–28 school year, with future topics shaped in part by the priorities and challenges identified by the group.
